Haynes Homes has been developing residential properties since 2015 in the Edmonton area. Their home building philosophy focuses on using high quality materials and best practices, so the homes they build will be enjoyed by families for generations to come.
Scope of Work
Haynes Homes owned a lot zoned RF1 (single detached residential) in Idylwylde. Situate was hired in 2020 as the planning consultant to conduct a zoning analysis and manage the rezoning of the site to the RF3 (small scale infill development) zone. The rezoning would allow for the development of four units of row housing with basement suites.
Situate managed the application to the City and conducted neighbour outreach. Outreach included sending custom notices to the neighbours, engaging with the Idylwylde Community League, and creating a project webpage to share information and answer commonly asked questions.
The rezoning took two years and three attempts to get approved, but Situate managed to get it done! The first time the application went before City Council, they deemed that the site wasn’t a true corner lot. The second time, Council felt that nothing had really changed since the first application, even though City Plan had been approved–which calls for small-scale infill all over the city–and new “no parking” signs had been installed to improve sight lines on the corner. The third time, the application went to City Council after the municipal election, which meant the ward had a new Councillor.
The rezoning application was unanimously approved by City Council, without debate, on November 1, 2022 (see Item 3.10 in the meeting minutes). As a result, Haynes Homes will be able to develop ground-oriented multi-unit housing close to the future Bonnie Doon LRT station.
