FCX Developments is a Edmonton-based home building company that started in 2022. The FCX team is passionate about building both purpose-built-rentals and owner-occupied homes to provide Edmontonians with missing middle housing options in the city’s walkable neighbourhoods.

Scope of Work


FCX owned a lot zoned RF1 (single detached residential) in Glenora, one block north of Stony Plain Road. Situate was hired in 2022 as the planning consultant to conduct a zoning analysis and manage the rezoning of the site to the RF3 (small scale infill development) zone to allow for the development of row housing with basement suites. 

Situate managed the application to the City and conducted neighbour outreach. Outreach included sending custom notices to the neighbours, sharing information and updates with the Glenora Community League and Old Glenora Conservation Association, and creating a project webpage to share information and answer commonly asked questions. 

The rezoning application was unanimously approved by Edmonton City Council on October 4, 2022 (see Item 3.9 in the meeting minutes).

Following the rezoning, FCX submitted a development permit application that was refused by the development officer because of variances to the rear setback, site coverage, entrance door orientation, and the side setback of the garage. FCX appealed the decision to the Subdivision and Development Appeal Board.

Situate represented FCX at the appeal hearing and successfully demonstrated that the proposed project would not unduly interfere with neighbourhood amenities, in accordance with Alberta’s Municipal Government Act.

As a result, FCX Developments will be able to develop ground-oriented multi-unit housing within the Stony Plain Road Primary Corridor that is less than 300 metres from a future LRT station.
